The State Council issued the 12th Five Year Plan for energy conservation and emission reduction

The State Council recently issued the "12th Five Year Plan" for energy conservation and emission reduction, which requires all localities to earnestly implement and ensure that energy conservation and emission reduction targets such as energy saving of 670 million tons of standard coal are achieved during the 12th Five Year Plan period.

According to the plan, the energy consumption per 10000 yuan of GDP in China will be reduced to 0.869 tons of standard coal by 2015, 16% lower than that of 1.034 tons of standard coal in 2010. Optimize the industrial structure, continue to curb the excessive growth of high energy consumption and high emission industries, reasonably control the growth rate of fixed assets investment and the development scale of key industries such as thermal power, steel, cement, papermaking, printing and dyeing; We will raise the entry threshold for energy conservation, environmental protection, land and safety of new projects, strictly review the energy conservation assessment and environmental impact assessment of fixed asset investment projects, and pre-examine the land use of construction projects, and improve the linkage mechanism of new project management departments and the accountability system for project approval.

In order to promote energy conservation and emission reduction, the plan requires to adjust the energy consumption structure: promote the rapid growth of natural gas production, promote the development and utilization of unconventional oil and gas resources such as coalbed methane and shale gas, and accelerate the construction of strategic oil and gas import channels, domestic trunk pipeline networks, urban distribution networks and reserves.

The preliminary calculation shows that the key energy conservation and emission reduction projects planned to be implemented in the 12th Five Year Plan period need to invest 2366 billion yuan, which can form an energy saving capacity of 300 million tons of standard coal, and increase the reduction capacity of chemical oxygen demand, sulfur dioxide, ammonia nitrogen and nitrogen oxides by 4.2 million tons, 2.77 million tons, 400 thousand tons and 3.58 million tons.
